Innovative Public Procurement of AI Solutions – From Need to Operation in Clinical Practice

The project brings clinicians, researchers and companies together to promote the implementation of AI in healthcare. Through collaboration, standardization and competence building, the aim is to create a future for the healthcare system where AI contributes to increased quality, improved patient experience and a more efficient use of resources.

Denmark has some of the world’s best health data, and there is therefore great potential in using it to make the healthcare system more coherent, citizen-oriented and proactive. Today, there are a number of AI solutions developed on Danish health data that can contribute to a positive change in the healthcare system’s core tasks, create higher healthcare quality, ensure better patient experiences, free up time for the healthcare professionals’ core tasks and generally create better working conditions for healthcare professionals. However, only a few AI solutions have been implemented for the benefit of patients, citizens and healthcare professionals.

Purpose of the project

The project aims to investigate why more AI solutions have not been implemented in the healthcare system when the need is great, and there are already a number of promising prototypes that can solve some of the healthcare sector’s challenges. Here, clinicians, researchers, decision-makers, private companies and public procurement departments all play a central role. But what processes, collaborations and coordination between these actors are needed to succeed?

Innovative Public Procurement will explore these issues through close collaboration between public and private actors, as well as a readiness to test new innovative processes towards innovative public procurement of AI solutions for healthcare, based on the following scenarios:

  • NEEDS: A clinician or researcher defines a problem or need in the clinic that is missing an innovative AI solution.
  • PROTOTYPE: A clinician and a company have developed an MVP prototype of an AI solution in an OPI-based research collaboration.
  • DEMO: A company has developed the first version/demo of an AI solution and a test in the clinic shows that the solution has a promising effect.
  • SOLUTION: A company contacts a public party with a fully developed AI solution.

The scenarios govern the project’s work with the organizational, legal, financial and technological frameworks that apply to the procurement, implementation and operation of AI solutions in the Danish healthcare system.

The project’s value proposition

The project’s mission is to promote the implementation of AI solutions in the Danish healthcare system by creating a solid foundation and supporting the following elements:

  • To develop standard contracts for the procurement of AI solutions for the healthcare system that take into account the four scenarios, in collaboration with relevant actors.
  • To develop a roadmap and related guidance for both public and private actors based on the principles of innovative public procurement.
  • To disseminate knowledge from the project to relevant public and private actors and thus create the basis for new processes towards the implementation of more AI solutions.
  • To build competencies on AI and innovative public procurement among relevant public and private actors through workshops, seminars, etc.

Partner in the project

The project originates from Horsens Regional Hospital and is carried out in close collaboration with Danish Life Science Cluster and other relevant actors from both the public and private sectors.
